We are not being lenient towards spammers and flamers. We infract/warn/ban when we see a post/thread that breaks any of the forum rules. But the majority of these posts you talk about do not get reported and we mods can't be watching every single post in every single thread in every single section. It's impossible. Don't forget, we do have lives outside Nb - and we can't be watching Nb 24/7.
If you do happen to see a duplicate thread - report it or contact a moderator by vm/pm we'll deal with it.
Also, we're always open to suggestions -that's why this section was created- if you get an idea or find something for anything on the forum that you'll think will benefit the community - tell us, we want to know.

What would be the typical punishment for this behavior? ~Hayashi~ states at the end that Mods have stopped handing out infractions. I'm not entirely sure what an infraction is, but from how it sounds it sounds like a slap on the wrist. Why not increase the punishment? Obviously saying something like "**** you bitch your life is a failure so I guess someone should excuse your life." - Crutch Kaguya" should not be acceptable behavior. I see people use abusive language towards other members all the time, yet theres no visible punishment. People see this and know they can get away with it, so they do it too.
I think the solution to the problem would be harsher punishments. You don't have to get everyone who does it, but when you catch someone, why not give them a temporary ban? Like a 24-hour ban sort of thing, and then if they get caught again increase the length to like a week. After that, hit them with the 3-strikes law and ban them for life. If someone sees someone get banned for flaming and stuff of that sort, they'll think twice before they flame someone as well.
My ideas might be a little overly harsh, I'm just throwing ideas out there.
