Well, like Kisame said, Madara was the Mizukage. If tobi really is madara (but that doesnt matters), he isnt the mizukage. i dont have sure if Kisame said that and was refering to this blondy girl, the 5th Mizukage or hte former Mizukage.

We don't even know if Madara was controlling the Yondaime Mizukage, yet, that's just speculation, however likely.

Manipulation doesn't always imply mind control. For all we know, he was black-mailing him.

As far as we know so far, the Sharingan is limited to being able to control the Kyuubi.
