Background Info.
History: When Gaazar was 5 he woke up one morning and his parents were gone, he walked in to the living room slowly and saw blood all over the walls from that day he has vowed to find out what happened to his parents and why. His grandad looked after Gaazar until he was 11, Gaazar woke up one morning and once again saw blood all over the walls, Gaazar ran as fast as he could to the edge of a large cliff and jumped. But he was caught by a passing traveller who taught him how to fight. At 13 years olds he walked in to the living room and he saw blood once again. He had no idea who did this and why but he realised he could never have anyone to love or they would die too. His one wish is to find out who killed everyone who ever loved him and why, so he can have someone to cherish once again without them getting killed.

2) To answer your question...you have to contact one of the Genin Sensei's and have them teach you jutsu's. Here's the list of Senseis for each rank..
