Raikiri is a nickname for the only original technique created by Hatake Kakashi; the Chidori. It was given this nickname because it is said that Kakashi once cut a bolt of lightning with his Chidori.
Only Kakashi can use the Raikiri. Although Uchiha Sasuke can also use Chidori, his version is not on the same level as Kakashi's and is thus not called Raikiri.
Although the Chidori is A-rank, due to Kakashi's greater experience and strength and the legendary status of the Raikiri, the Raikiri is considered S-rank.
